When that starts to break down, the signs usually show up in the data: orders arriving short, shipments running late, ASNs that do not match what was delivered, or pesky lead times that keep moving in the wrong direction. 

Supply chain performance management (SCPM) puts those signals in one place, so retailers and suppliers can see what is happening and address it earlier. Instead of waiting for a quarterly review or a string of stockouts to confirm there's a problem, teams can track performance as it changes and focus on the areas that need attention. 

At its core, SCPM is about making supplier performance easier to see, discuss, and improve. The better that visibility is, the easier it becomes to keep inventory moving and to prevent small problems from becoming expensive ones. 

What Is Supply Chain Performance Management?

When unit costs and delivery reliability are both under pressure at the same time, the retailers with earlier visibility into which supplier relationships are underperforming are the ones who can act before a stockout or a chargeback dispute happens. That is the practical argument for supply chain performance management: It is not about proving a supplier wrong, but rather is about seeing a problem multiple shipments before it becomes an empty shelf instead of finding out when the shelf is already empty. 

What Metrics Does Supply Chain Performance Management Track? 

Most supplier performance programs focus on a core set of metrics that show whether orders are arriving complete, accurate, and on schedule:

Turning Performance Metrics Into Action 

Tracking these metrics is only useful if they lead somewhere. When OTIF declines, teams should be able to isolate whether the problem is concentrated by supplier, item, distribution center, carrier, or delivery lane.  

If ASN accuracy drops, teams should be able to determine whether the issue is bad source data, an EDI failure, or a warehouse execution problem.  SCPM gives both trading partners the visibility and process to find the cause, assign ownership, and determine whether the fix worked. 

How Is SCPM Different From a Supplier Scorecard? 

Most retailers already use some form of supplier scorecard. The limitation is often timing: A quarterly scorecard shows what happened, but it may come too late to influence the next shipment.

Your First Vendor Scorecard: Reading Fill Rate, OTIF, and Chargeback Metrics

For many emerging brands, starting to ship to a major retailer is exciting. But it also comes with a daunting reality check called a vendor scorecard. Your first look at a vendor scorecard often looks like an unintelligible jumble of percentages, acronyms, and tabs that can feel far from helpful. 

However, a vendor scorecard, also called a supplier scorecard, is simply the foundation for data-driven management. It is designed to establish clear, measurable expectations so that both you and your retail partner can stay on the same page. While the sheer volume of data in portals like Walmart's Retail Link or Luminate can be overwhelming, to find your footing, you should focus on the three metrics that matter most for your bottom line:  

Fill rate is the best place to start because it is the most straightforward. Simply put, it is the percentage of the ordered quantity that you actually shipped. If a retailer orders 100 units and you ship 90, your fill rate is 90%. 

Consistent shortfalls in fill rate usually point to capacity issues or gaps in your forecasting. While it seems simple, a low fill rate is often the first domino to fall in a series of 

 issues. Retailers rely on your fill rate to ensure they have enough product on the shelf to meet customer demand; if you ship less than what was promised, you are effectively creating a stock-out risk for them. 

 is the strict version. OTIF captures the reliability of your entire 

 process by combining delivery punctuality and order accuracy into a single unified score. 

What often trips up new suppliers is the binary, pass-or-fail structure of OTIF. A shipment that is 95% complete but arrives perfectly on time still fails the OTIF requirement entirely. To count as a pass, the order must meet both conditions simultaneously: it must arrive within the agreed-upon window and contain every item in the correct quantity. 

The math behind OTIF is where you can see how small errors compound. The metric is often calculated by multiplying your on-time delivery rate by your in-full delivery rate. For example, if 90% of your orders are on time and 95% are in full, your composite OTIF score is only 85.5%. This highlights how even decent performance in individual categories can result in a failing grade when viewed holistically. 

Since February 2024, Walmart targets have included the following 

Chargebacks and deductions are the financial penalties that retailers apply when performance falls below their set thresholds. While these terms are sometimes used interchangeably, depending on the retailer, they may represent different things. 

In Walmart's system, OTIF fines are issued as an invoice through the accounts receivable department. If these invoices are not paid by the due date, Walmart will automatically deduct the amount from your future payments. It is a high-stakes environment where a few percentage points of underperformance can quickly turn into thousands of dollars in lost revenue. 

Navigating the Apps and Supplier Portal 

To manage all the metrics within the scorecard, you need to know where to look. For Walmart, most of the heavy lifting happens within 

 through two primary apps: the OTIF Scorecard and the 

SQEP focuses on quality before the product arrives. SQEP monitors 

 stacking. Together, they form the core of your accountability system. 

Many suppliers are also adapting to Luminate, which is evolving into Walmart's central hub for supplier operations, where you can pull a vendor scorecard report that provides a holistic view of your performance across the last 104 weeks. This report includes critical metrics like warehouse weeks on-hand, sales, and initial margin percentage, alongside your OTIF and fill rate data. 

One of the most valuable pieces of information for a new supplier is the 

. Many major retailers, including Walmart, offer new suppliers a window where performance is tracked on the scorecard, but financial fines are waived. 

The grace period gives you time to familiarize yourself with the systems and build good operational habits before the financial ramifications kick in. Use this time to treat your scorecard as a diagnostic tool. If you see a low OTIF score during month one, don't panic; instead, dive into the granular details of the report to find out why. 

Not every deduction or chargeback is valid. Retailers make mistakes, too, such as receiving errors at the DC or failing to account for factors outside your control, like extreme weather. 

When you spot an invalid charge, you should dispute it immediately. Successful disputing requires organized documentation, including your PO,

If your OTIF score is dropping, the fix usually involves fixing inventory inaccuracies, improving the timing of your ASNs, or tightening your production scheduling, among other solutions. 

A healthier supply chain starts with better data visibility. By monitoring your scorecard weekly and acting on early-warning signs, you can turn your supplier relationship into a strategic collaboration grounded in mutual accountability.

How To Build a Deduction Prevention Program

Retailer deductions are often managed after the fact. It’s common: A deduction appears on a remittance, accounts receivable investigates it, the team decides whether to dispute it, and everyone move on to the next one. 

That process may recover revenue, but it does not necessarily prevent the same deduction from showing up over and over again. 

A stronger deduction prevention program uses the information generated through deduction management to identify where revenue loss originates. In essence, this means connecting deductions to the operational processes behind them, assigning responsibility for corrective action, and measuring whether the problem declines over time. 

In practice, deduction management and deduction prevention aren’t really separate disciplines. Prevention is what happens when deduction management extends beyond individual disputes and into root cause analysis and corrective action. 

What Is a Deduction Prevention Program? 

What suppliers often call a deduction prevention program is, in practice, a mature deduction management program — one that goes beyond resolving individual deductions to identify root causes, assign corrective action, and reduce recurrence. 

That work starts with deduction management. 

 explains that although accounts receivable typically handles deductions, valid deductions are often caused elsewhere in the business. That distinction matters because the team receiving the deduction is likely not the team capable of preventing it. 

An effective program connects five activities:

 defines root cause analysis as a collection of methods used to uncover the underlying causes of problems. ASQ also recommends involving the people responsible for eliminating the identified cause in the analysis itself. 

For suppliers, that turns deduction data into more than an accounts receivable record. It becomes a source of operational intelligence. 

Why Deduction Prevention Programs Stall 

Most suppliers are organized around business functions. Finance owns accounts receivable. Transportation manages carriers. Operations is in charge of the warehouse. IT or 

 teams manage electronic transactions. Customer service handles the retailer relationships. 

A deduction can cross several of those functions before its actual cause becomes clear. 

This is one reason deduction management cannot sit entirely with finance.

Retailer deductions can originate from shortages, pricing discrepancies, returns, damages, allowances, shipping errors, labeling issues, EDI problems, and other compliance failures.

The deduction itself is therefore only part of the information a supplier needs. The larger question is what happened upstream to create it. 

Five Components of a Deduction Prevention Program 

Every deduction should enter a common workflow, regardless of retailer, distributor, business unit, or deduction type. 

Centralization makes it possible to see deductions collectively rather than as isolated transactions. Oracle, for example, includes centralized deduction tracking, ownership, aging, and root cause analysis within its deductions and settlement framework. 

Once the data is structured, suppliers can start asking more useful questions. Which deduction categories are growing? Which distribution centers generate the most shortages? Which retailers account for the most disputed dollars? Which problems continue after corrective action? 

Retailers do not use a universal deduction taxonomy. Similar operational problems may appear under different codes or terminology depending on the trading partner. 

Create internal categories that allow the business to compare similar issues across accounts. Common categories may include: 

This does not replace retailer-specific reason codes. It creates an additional analytical layer that makes cross-retailer trends easier to identify. 

That distinction becomes especially important as a supplier adds trading partners. As 

, retailers do not always use these terms consistently, even when the financial result for the supplier is similar. 

Not every deduction should be disputed, but every material deduction should be understood. 

Validation determines whether the deduction is valid, invalid, duplicated, unsupported, or otherwise disputable. It also helps determine what happens next. 

For an invalid deduction, the next step may be a dispute and revenue recovery. For a valid deduction caused by an internal process failure, the next step should include corrective action. 

The financial opportunity can be significant. 

 that only 20% to 30% of deductions are disputed by suppliers on average, while approximately 40% of disputed deductions are won back. 

Those figures make validation an important control point. A deduction that goes unreviewed can represent either unrecovered revenue or an operational problem that continues unchecked. 

Documentation is central to this process. Purchase orders, invoices, ASNs, bills of lading, proof of delivery, pricing agreements, carrier records, and retailer portal data can all help determine whether the deduction is valid and where the failure occurred. 

Root cause analysis is where deduction management begins to produce prevention. 

Instead of asking only why a retailer deducted a specific amount, ask which process produced the deduction and whether the same failure appears elsewhere. 

Analyze deductions by dimensions such as: 

Patterns can reveal problems that individual disputes cannot. ASN deductions may cluster around one facility. Pricing deductions may rise after quarterly price changes. Shortages may increase on shipments handled by a particular warehouse or carrier.

For suppliers, that is the difference between resolving a deduction and reducing the probability that it happens again. 

5. Assign Ownership and Measure Corrective Action 

Once a root cause is identified, assign the issue to the team that controls the process. 

Ownership should include a corrective action, a target date, and a way to determine whether the action worked. 

For example, if a distribution center is generating repeated ASN errors then the team needs to determine what is causing the errors, change the process, and monitor subsequent ASN-related deductions from that location. 

 methodology includes this final verification step: Implement corrective actions and verify their effectiveness. Without that accountability loop, root cause analysis becomes reporting rather than prevention. 

How Retailer Requirements Fit Into Deduction Prevention 

The overall framework can remain consistent across retailers, but compliance requirements still need to be managed at the trading-partner level. 

Walmart is a useful example. Walmart identifies advanced ship notice (ASN), on time in full (OTIF), and the Supplier Quality Excellence Program (SQEP) among the compliance programs suppliers need to understand. Its 

 direct suppliers to Retail Link and Academy resources covering these programs, along with transportation, packaging, ordering, and getting paid. 

Data and labeling standards can create similar dependencies.

One Region, Two PPWR Deadlines: What Nordic Retailers Need to Know as of August 2026

Draw a line around the Nordic region and you have drawn a line around two separate regulatory calendars.

Denmark, Sweden and Finland are bound by new European packaging rules from 12 August 2026. Norway and Iceland are not, and nobody can currently name the date when they will be. For any retailer with stores in Oslo and Copenhagen, or a supplier shipping into Helsinki and Reykjavík, that split has consequences this quarter.

The Packaging and Packaging Waste Regulation, known across the industry as the PPWR, is 

. It replaces the packaging directive that shaped European rules from 1994 onward, and it entered into force on 12 February 2025. An eighteen month transition followed. The first binding obligations arrive on 12 August 2026.

The change from a directive to a regulation matters more than the terminology suggests. A directive gets written into each country's own law, which is how Europe ended up with 27 variations on one idea. A regulation applies directly, so the 

 enforces identical text in every member state and conflicting national provisions step aside.

From 12 August 2026, packaging placed on the European Union market must satisfy the following:

Requirements continue to land through 2030 and beyond, covering labelling, recycled content, recyclability grading and reuse targets. Retailers in Belgium and the Netherlands are working through a parallel version of this puzzle, which we covered in 

One consequence lands squarely on anyone selling into the region from outside it. According to the 

, which publishes guidance covering the Nordics and Baltics together, distance sellers of packaging will be required to appoint an Authorised Representative from August 2026 onward. Marketplace sales count. Selling to a distributor established in the destination country usually shifts the obligation to that distributor instead.

How Does PPWR Affect Norway and Iceland (Non-EU nations)?

The regulation carries no legal force there yet. Norway and Iceland belong to the European Economic Area, abbreviated EEA, rather than the European Union, and European law reaches them through a separate step. An act has to be incorporated into the EEA Agreement before it binds anyone in Oslo or Reykjavík.

That incorporation has not happened for the PPWR. The 

 states the position plainly: the regulation will start to apply in Norway only after its implementation in the EEA agreement.

Which raises the more useful question. If the rules are coming later, what changes now?

Quite a lot, because packaging does not respect the boundary. Norwegian and Icelandic retailers buy from suppliers who also sell into Denmark, Sweden and Finland, and those suppliers are redesigning packs and building technical files for the European market this year. A supplier holding a Declaration of Conformity for a Danish listing has little reason to maintain a second, non-conforming version of the same tray for Oslo. Convergence tends to arrive through purchase orders before it arrives through legislation.

The direction of travel is already documented. Chapters 6 and 7 of the Norwegian waste regulation, covering beverage packaging and packaging waste, currently implement the older European directive alongside provisions written specifically for Norway. The Environment Agency has confirmed these will be replaced and updated once the PPWR reaches the EEA Agreement. Norway also applies the European single-use plastics directive through its product regulation, including mandatory labelling under European implementing rules. European packaging law has been shaping Norwegian shelves for years through exactly this mechanism.

 Norwegian producer responsibility runs through organisations such as Grønt Punkt Norge and Norsirk, and only companies with a Norwegian VAT number can join one. An authorised representative stays optional there while becoming mandatory on the European Union side from August 2026.

 A retailer with stores in Copenhagen and Oslo holds packaging governed by one framework in one market and another next door, with the same goods moving between distribution centres.

Norway is ahead in places, too. Single-use bottles made of polyethylene terephthalate, known as PET, have required 25% recycled plastic there since January 2025, putting Norwegian suppliers in front of European thresholds still to come.

The extra time came from treaty structure, not from any view that Nordic packaging should differ. Commercial pressure to converge will arrive first.

Denmark's EPR Is Barely a Year Old. PPWR Arrived Anyway.

Denmark introduced Extended Producer Responsibility for packaging on 1 October 2025, later than almost every other member state. The system is administered through Dansk Producentansvar, the Danish producer register, under the supervision of the 

, and 2026 stands as its first full reporting year.

Danish producers are therefore learning a domestic scheme and a European regulation in the same twelve months. Two rulebooks, one calendar, no sequencing.

The Danish scheme also prices recyclability directly. Packaging falls into green, yellow or red levels, and fees follow the classification. 

, with bonuses for green level packaging beginning in June 2026. Composite formats that resist sorting sit at the expensive end.

A useful way to think about the Danish position: the national scheme asks what packaging is made of and how recyclable it is, while the PPWR asks for documented proof of the same properties. The underlying product data serves both, provided it was captured properly the first time.

Finland, Denmark & Sweden Already Lead on Container Returns, but PPWR Demands Documentation

Nordic deposit systems are the best in Europe by almost any measure. Finland reaches roughly 97% return on beverage containers, one of the highest figures anywhere. Denmark clears 90%. Sweden recorded around 87.6% for PET bottles and cans in 2024, 

Set those numbers against what the regulation asks. The PPWR requires member states to hit 90% separate collection of single-use plastic and metal beverage containers by 2029, with deposit systems as the default route unless a country proves equivalent results another way. Finland and Denmark are already past that line. Sweden is close.

Which produces an unusual situation. The collection target that will consume budgets and political attention across much of Europe is largely settled business in the Nordics. The parts of the PPWR that remain genuinely difficult sit elsewhere:

None of those are solved by a high performing return system. A Finnish retailer with a 97% return rate still needs a technical file for each own brand tray.

Sweden Faces Two Sources of Pressure at Once

Swedish producers are absorbing national change alongside the European timetable. Municipalities took operational responsibility for household packaging collection in 2024, and from 1 January 2026 they must also collect packaging waste in squares, parks and other outdoor public spaces, with producers reimbursing the cost through their producer responsibility organisation at rates set by
