{"id":718224,"date":"2025-12-08T02:00:25","date_gmt":"2025-12-08T08:00:25","guid":{"rendered":"https:\/\/www.spscommerce.com\/?p=718224"},"modified":"2025-11-26T09:43:17","modified_gmt":"2025-11-26T15:43:17","slug":"e-facturatie-in-kroatie","status":"publish","type":"post","link":"https:\/\/www.spscommerce.com\/nl\/blog\/e-facturatie-in-kroatie\/","title":{"rendered":"E-facturatie in Kroati\u00eb"},"content":{"rendered":"<p><em>Bijgewerkt op 1 december 2025.<\/em><\/p>\n<p>Kroati\u00eb breidt zijn digitale fiscalisering uit met Fiscaliztion 2.0, een ingrijpende hervorming die realtime e-facturering en e-rapportage voor B2B-transacties verplicht stelt. Vanaf 1 januari 2026 zullen alle btw-geregistreerde bedrijven verplicht zijn om elektronische facturen uit te wisselen en deze in realtime te rapporteren aan de Kroatische belastingdienst. Dit is een belangrijke stap in de richting van een volledig gedigitaliseerd, datagestuurd btw-systeem, vergelijkbaar met de Continuous Transaction Controls (CTC)-modellen die al zijn ge\u00efmplementeerd in landen als Itali\u00eb, Frankrijk en Polen.<\/p>\n<p>Voor bedrijven die actief zijn in of met Kroati\u00eb betekent dit dat factuurprocessen, systemen en partners klaar moeten zijn voor volledig gestructureerde, realtime conforme e-facturering.<\/p>\n<h2>Realtime naleving onder Fiscalization 2.0<\/h2>\n<p>De nieuwe wetgeving introduceert een op goedkeuring gebaseerd e-facturatiemodel, waarbij facturen eerst door de belastingdienst worden gevalideerd voordat ze aan de ontvangers worden bezorgd. Vanaf 2026 zijn bedrijven verplicht om:<\/p>\n<ul>\n<li>Verzend en ontvang gestructureerde e-facturen (XML, EN 16931) voor B2B-transacties<\/li>\n<li>Rapporteer alle factuurgegevens in realtime aan de belastingdienst<\/li>\n<li>Maandelijks, uiterlijk op de 20e, ontvangen betalingen rapporteren<\/li>\n<li>Gebruik gecertificeerde leveranciers die AD4, Peppol of EDI ondersteunen.<\/li>\n<\/ul>\n<p>Deze nieuwe wet vervangt de vorige wet inzake de fiscalisering van contant geld en breidt het toepassingsgebied ervan aanzienlijk uit, met inbegrip van:<\/p>\n<ul>\n<li>B2B: verplichte elektronische facturering en realtime rapportage<\/li>\n<li>B2C: Alle ontvangsten moeten elektronisch worden gerapporteerd, ongeacht de betaalmethode.<\/li>\n<li>M2G: al sinds 2019 verplicht via het nationale eRa\u010dun-platform<\/li>\n<\/ul>\n<h2>Een verbonden ecosysteem voor elektronische facturering: Peppol, AMS en nationale goedkeuring<\/h2>\n<p>Om interoperabiliteit te garanderen, implementeert Kroati\u00eb een gedecentraliseerd model dat werkt met gecertificeerde dienstverleners en een nationale AMS (Addressing &amp; Metadata Service). Wat dit betekent voor bedrijven:<\/p>\n<ul>\n<li>Elke organisatie moet voorkeursformaten, protocollen en identificatiegegevens registreren in de AMS-directory.<\/li>\n<li>Factuurverzenders halen automatisch de gegevens van de ontvanger op via het AMS.<\/li>\n<li>De belastingdienst controleert de factuurgegevens voordat deze aan de ontvanger worden geleverd.<\/li>\n<\/ul>\n<p>Bedrijven die al gebruikmaken van Peppol of EDI kunnen onder dit nieuwe Kroatische model veel sneller aan de slag.<\/p>\n<h2>Tijdschema voor de implementatie van de verplichting tot elektronische facturering in Kroati\u00eb<\/h2>\n<p><strong>Vanaf 1 september 2025 &#8211; Testfase<\/strong><\/p>\n<p>Er komt een testomgeving beschikbaar voor bedrijven, ERP-leveranciers en aanbieders van e-facturering om workflows, fiscale digitale handtekeningen, realtime rapportage en AMS-registratie te testen.<\/p>\n<p><strong>1 januari 2026 &#8211; Verplichte elektronische facturering voor btw-geregistreerde entiteiten.<\/strong><\/p>\n<p>Alle btw-geregistreerde bedrijven moeten e-facturen uitgeven en ontvangen voor binnenlandse transacties. De verplichting om facturen te ontvangen geldt ook voor:<\/p>\n<ul>\n<li>Bedrijven<\/li>\n<li>Eenmanszaken en freelancers<\/li>\n<li>Staatsbestuur<\/li>\n<li>Lokale overheidsinstanties<\/li>\n<li>Begrotings- en buitenbegrotingsentiteiten<\/li>\n<\/ul>\n<p>B2C-transacties vallen vanaf deze datum ook onder de fiscaliteitsregels.<\/p>\n<p><strong>1 januari 2027 &#8211; Volledige invoering<\/strong><\/p>\n<p>Tegen deze datum moeten ook alle overheidsinstanties en niet-btw-geregistreerde begrotingsentiteiten e-facturen kunnen uitgeven.<\/p>\n<h2>Waarom dit belangrijk is voor wereldwijde supply chains<\/h2>\n<p>Nu Europese landen realtime digitale belastingnaleving invoeren, raken papieren documenten, handmatige controles en foutgevoelige processen in onbruik.
