{"id":718213,"date":"2024-04-06T09:54:08","date_gmt":"2024-04-06T14:54:08","guid":{"rendered":"https:\/\/www.spscommerce.com\/?p=718213"},"modified":"2025-07-11T05:04:58","modified_gmt":"2025-07-11T10:04:58","slug":"e-factureren-in-finland","status":"publish","type":"post","link":"https:\/\/www.spscommerce.com\/nl\/blog\/e-factureren-in-finland\/","title":{"rendered":"E-factureren in Finland"},"content":{"rendered":"<p>Ook in Finland geldt de\u00a0<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX:32014L0055\" target=\"_blank\" rel=\"noopener\">EU e-invoicing Directive 2014\/55\/EU<\/a>, maar in dit land zijn ze al veel eerder begonnen met e-facturatie. Ze lopen voor op de meeste landen in Europa, de Finnen e-factureren namelijk al sinds de jaren negentig. Business-to-goverment (B2G) e-facturatie werd in Finland al zelfs verplicht in 2010. Op dit moment zijn\u00a0<a href=\"https:\/\/www.valtiokonttori.fi\/en\/services\/public-administration-services-2\/public-administration-services\/government-electronic-invoicing-website\/\" target=\"_blank\" rel=\"noopener\">95%<\/a>\u00a0van alle facturen die verstuurd worden naar de staat elektronisch.<\/p>\n<p>Hierdoor voldeden ze ruimschoots aan de deadline op 18 april 2019 van de Europese Unie. Alle overheidsinstellingen in Finland zijn dan ook in staat om e-facturen te ontvangen en leveranciers van de overheid moeten e-facturen versturen die voldoen aan de Finse e-facturatie standaarden.<\/p>\n<p>Facturen die worden gestuurd als e-mailbijlagen worden niet geaccepteerd en alleen in uitzonderlijke situaties worden nog papieren facturen geaccepteerd. Deze moeten verzonden worden naar een postbusnummer die wordt verstrekt door de betreffende overheidsinstelling.<\/p>\n<h2><strong>E-facturatie standaarden: TEAPPSXML en Finvoice<\/strong><\/h2>\n<p>Finland heeft zijn eigen standaarden die gebruikt moeten worden. Dit zijn de op XML-gebaseerde standaarden TEAPPSXML en Finvoice. Voor beide standaarden is versie 3.0 beschikbaar. Deze 3.0 versies voldoen aan de Europese Norm\u00a0<a href=\"https:\/\/peppol.helger.com\/public\/menuitem-en16931\" target=\"_blank\" rel=\"noopener\">EN 16931-1<\/a>.<\/p>\n<p>Door de COVID-19 pandemie is besloten dat leveranciers\u00a0<a href=\"https:\/\/www.valtiokonttori.fi\/uutinen\/valtio-ottaa-vastaan-vain-eurooppa-normin-mukaisia-laskuja-1-4-2021-alkaen\/#84c42b0f\" target=\"_blank\" rel=\"noopener\">tot uiterlijk 1 april 2021 nog gebruik mogen maken van voorgaande versies<\/a>, die niet voldoen aan de Europese norm.<\/p>\n<h2><strong>B2B e-facturatieplicht<\/strong><\/h2>\n<p>Finvoice is de meest gebruikte standaard voor business-to-business (B2B) e-facturatie. Met de komst van de\u00a0<a href=\"https:\/\/www.finlex.fi\/fi\/laki\/alkup\/2019\/20190241\" target=\"_blank\" rel=\"noopener\">wet 241\/2019<\/a>, kregen bedrijven uit de private sector, met een omzet hoger dan 10.000 euro, vanaf 1 april 2020 het recht om te eisen dat leveranciers e-facturen sturen. Deze facturen moeten voldoen aan de Europese en Finse normen.<\/p>\n<p>Zoals benoemd hierboven, is ook deze deadline uitgesteld naar 1 april 2021. Vanaf die datum mogen bedrijven bij ontvangst van facturen in bijvoorbeeld een pdf-formaat, de factuur weigeren.<\/p>\n<h2><strong>De komst van eKuitti<\/strong><\/h2>\n<p>Zoals eerder benoemd, is Finland al een tijd bezig met elektronische facturatie. De Finse regering wil de overgang naar de real time economie verder stimuleren door te starten met elektronische ontvangstbewijzen, eKuitti genoemd in Finland. In het najaar van 2019 is de rijksoverheid gestart met de eerste e-ontvangstbewijspilots en het doel is om in 2025 live te gaan.<\/p>\n<p>De real time economie, inclusief e-facturatie, eKuitti en de automatisering van het betalingssysteem, zal de overheid naar verwachting tientallen miljoenen euro\u2019s per jaar besparen. De bedrijven zullen daarnaast besparen op arbeidskosten, naar schatting zal dit 800 miljoen euro per jaar bedragen.<\/p>\n<p>De operationele modellen voor de implementatie zijn al aanwezig. De grootse uitdaging is de snelheid waarmee leveranciers en bedrijven de implementatie van de eKuitti kunnen uitvoeren. De automatisering zal de boekhouding stroomlijnen en consumenten helpen financi\u00ebn te beheren. Daarnaast zou de data gebruikt kunnen worden voor bijvoorbeeld het berekenen van de CO2-voetafdruk.<\/p>\n<p>De implementatie wordt bevorderd op Scandinavisch niveau, in het\u00a0<a href=\"https:\/\/www.prh.fi\/fi\/tietoa_prhsta\/projektit\/nordic_smart_government.html\" target=\"_blank\" rel=\"noopener\">Nordic Smart Government (NSG) project<\/a>. In Finland wordt het NSG-project geleid door het Finse octrooi- en registratiebureau (PRH) in samenwerking met het ministerie van Financi\u00ebn en de belastingdienst. Het doel van het NSG-project is het automatiseren van de financi\u00eble informatiestroom tussen bedrijven in de Scandinavische landen.<\/p>\n<h2><strong>PEPPOL in Finland<\/strong><\/h2>\n<p>Tot nu toe ziet het ernaar uit dat PEPPOL geen deel uit gaat maken van de e-facturatie normen in de publieke sector. Wel neemt het aantal Finse registraties van particuliere bedrijven in de\u00a0<a href=\"https:\/\/docs.peppol.eu\/poacc\/billing\/3.0\/bis\/\" target=\"_blank\" rel=\"noopener\">PEPPOL BIS Billing 3.0<\/a>\u00a0toe.
